Beyond a Leading Lady: A Woman Who Leads with Purpose

When her husband, Police General Rommel Francisco Marbil, was appointed Chief of the Philippine National Police (PNP) by President Ferdinand Marcos Jr. on April 1, 2024, Mary Rose Marbil—formerly active in the telecommunications industry—found herself stepping into a significant leadership role. As the wife of the PNP chief, she automatically became the adviser to the Officers’ Ladies Club (OLC), which has since transitioned into a foundation.
“The OLC was originally the Officers’ Ladies Club, but we have now turned it into the PNP OLC Foundation. When it was still a club, retirees were no longer part of it—it was exclusive to the spouses of active-duty officers. While there were separate clubs for retired spouses, our transition into a foundation ensures that membership is no longer limited to active-duty spouses. Even after retirement, we may remain part of it,” Mary Rose explained.
She clarified that this transition was essential to meet evolving needs and expectations. The group officially registered as a foundation with the Securities and Exchange Commission (SEC) in July 2024. While its name may suggest a focus on women, its mission extends beyond that. Under her leadership, the foundation’s primary goal is to provide support to both uniformed and non-uniformed PNP personnel, as well as their dependents. Many beneficiaries struggle with chronic kidney disease and cancer, making healthcare a key priority of the foundation. Additionally, it extends assistance through educational programs, livelihood support, and wellness initiatives.
A Leadership Rooted in Collaboration
Mary Rose’s leadership style contrasts with the structured, hierarchical nature of the PNP, where orders are followed without question.

“I always remind my team, ‘I’m here because I am my husband’s wife, but I’m not necessarily the smartest person in the room. I need to hear your ideas, too.’ This approach fosters a sense of ownership among them. I don’t want them to simply follow orders; they should be able to function independently and keep things moving forward even in my absence.”
At the end of 2024, she planned to retire from her telecommunications career alongside her husband on his 56th birthday, February 7, 2025. However, fate had other plans—his term was extended. Rather than stepping back, Mary Rose seized the opportunity to travel across the country, gaining firsthand insight into the pressing issues faced by PNP personnel. In just one month, she visited ten regions, reinforcing her commitment to making a difference.
With her unwavering dedication and hands-on leadership, Mary Rose Marbil continues to shape the PNP OLC Foundation into a symbol of hope. Looking ahead, she remains committed to expanding its reach, ensuring that no PNP personnel or their family members are left behind in times of need.
