The Land Transportation Franchising and Regulatory Board (LTFRB) continues to lead the charge for inclusivity and diversity within government institutions, anchored by the remarkable partnership of its Executive Director, Atty. Robert “Bob” D. Peig, CESO V, and LGBTQIA+ Association organizer, Ms. Bemz Dumlao Benedito. Both proud natives of Abra, Atty. Peig and Ms. Benedito share a deep commitment to creating safe, supportive spaces for LGBTQIA+ individuals within the agency and beyond.
A Visionary Beginning
The LTFRB LGBTQIA+ Association, a pioneering initiative conceived by Atty. Peig, was established to provide a robust support system for LGBTQIA+ employees and community members. This initiative marked a historic milestone as the first LGBTQIA+ association within the Department of Transportation (DOTr). Atty. Peig’s leadership is rooted in his belief that “respect should transcend gender, focusing on humanity above all.”

This vision came to life through collaborative efforts with Ms. Bemz Dumlao Benedito, a tireless advocate for LGBTQIA+ rights and visibility. Together, they have built a dynamic community that celebrates diversity and champions equality, creating a culture of respect and empowerment across the LTFRB.
Key Milestones and Initiatives
Establishing Safe Spaces
The LTFRB LGBTQIA+ Association has become a sanctuary where members of the LGBTQIA+ community can find support and belonging. By fostering a culture of openness, the association has broken barriers and challenged stereotypes, making the LTFRB a model for inclusivity within government institutions.
Commemorating the Transgender Day of Remembrance
Each November 20, the association honors lives lost to transphobia-related violence during the International Transgender Day of Remembrance. This solemn event underscores the LTFRB’s commitment to advocacy, education, and fostering understanding about the challenges faced by transgender individuals.
Community Engagement and Outreach
Beyond internal programs, the association actively engages with external communities. The “Puso ng Pasko” program exemplifies this commitment, as LTFRB employees partnered with Barangay 76, Tondo, for a gift-giving event benefiting over 150 residents. By collaborating with Sangguniang Kabataan officials and other stakeholders, the association highlighted the importance of social responsibility and inclusivity.
4. Workshops and Awareness Campaigns
The association regularly conducts gender-sensitivity workshops, educating employees on topics such as pronouns, identity, and the power of inclusive language. These initiatives not only raise awareness but also ensure that respect for diversity becomes ingrained in the agency’s culture.
A Transformative Partnership
The dynamic synergy between Atty. Peig and Ms. Benedito remains at the heart of the LTFRB’s progress. Atty. Peig’s role as a straight ally has been instrumental in fostering a culture of acceptance, while Ms. Benedito’s leadership amplifies the voices of LGBTQIA+ members. Together, they have created a blueprint for what a truly inclusive agency can look like.
A Beacon of Change
The ripple effect of LTFRB’s inclusivity efforts has been felt far beyond its walls. Inspired by the success of its LGBTQIA+ Association, other agencies within the DOTr and across government institutions have started to establish their own diversity programs. This growing movement underscores the LTFRB’s pioneering role in advocating for equal rights and representation in the workplace.
Looking Ahead
The LTFRB’s commitment to inclusivity and diversity is more than a moment—it’s a mission. Through ongoing programs, events, and partnerships, the agency continues to champion the rights and dignity of LGBTQIA+ individuals while fostering understanding among employees and the public alike.
As Atty. Peig once said, “Lahat tayo ay may karapatan dahil tayo ay tao, hindi dahil sa kasarian ng bawat isa.” These words resonate as a powerful reminder of the LTFRB’s dedication to building a future where everyone is seen, respected, and empowered.
A Call to Action
With leaders like Atty. Peig and advocates like Ms. Benedito at the helm, the LTFRB calls on other agencies and organizations to follow their lead in embracing diversity and inclusion. Together, we can create a society where no one is left behind, and every voice is valued.
