Quiet Strength Behind the SEC

In a world where public service often comes with fanfare, Commissioner Rogelio V. Quevedo of theSecurities and Exchange Commission (SEC) stands out for his quiet dedication and humility.


Appointed in June 2024 after the untimely passing of Commissioner Hubert Dominic B. Guevara, Quevedo brought with him not just decades of legal expertise—but a calm, grounded leadership style that commands quiet respect.


Before joining the SEC, he served as Head of the Office of the Government Corporate Counsel, providing legal guidance to all government-owned and -controlled corporations. His public service journey also includes roles in the Metropolitan Waterworks and Sewerage System Board, the Presidential Management Staff, the Office of the Ombudsman, and as Commissioner of the Presidential Commission on Good Government.


After retiring from a senior executive position in a major telecommunications company, Quevedo could have stepped away from the spotlight altogether. Instead, he returned to government and gave back through education—teaching commercial and civil law at the University of the Philippines College of Law, where he also supervised the Office of Legal Aid.


A proud UP graduate, Quevedo earned degrees in economics and law and placed 10th in the 1981 Bar Exams. He later pursued advanced degrees at Louisiana State University and Tulane University in New Orleans. Though highly accomplished, he is rarely one to talk about credentials.


Leading with Humility and Purpose


Those who work closely with him describe him as “no-frills”—a leader who values substance over show. Whether shaping investor confidence or representing the country in global forums, Quevedo brings a steady, principled approach that has earned him respect across sectors.


And yet, what defines him most is his humility. He often says that his roles, whether in business or government, are simply opportunities to serve—a mindset that’s become increasingly rare.


At a time when leadership is often equated with visibility, Commissioner Quevedo reminds us that the most effective leaders don’t always need a spotlight. They lead by example, guided by purpose, not praise.


As the SEC navigates the fast-evolving world of finance and regulation, it finds itself in steady hands— thanks to the quiet strength of Commissioner Rogelio V. Quevedo.
